Easy turn around model for C3: Ward Lafrance Hose Tender from San Francisco Fire

How about a model that would have minimal design and R&D, since C3 put out several Ward Lafrance engines around 2002?  Here is part of the Auxiliary Water Supply System (AWSS) that uses 5" hose and portable hydrants.  Its a converted pumper made into a hose tender.  The SFFD has several of these that would respond to a major disaster, such as an earthquake, for water supply operations.  I am posting several ideas in the hopes that someone will realize there are many opportunities and ideas out here in the West Coast.
